MY FILE #062 – RCMP – OTTAWA HQ, K DIVISION, SOUTHERN ALBERTA DISTRICT & HIGH RIVER DETACHMENT
Details regarding the information being sought: Reference is being made to the RCMP’s activities during the emergency response to the flood in High River, Alberta and to and e-mail an e-mail dated July 9, 2013 from Sgt. Sylvain Rousell to Chief Supt. Kevin Harrison: “On this note there has been 400,000 – 450,000 rounds of ammunition that was also surrendered by the public for destruction.” And, an article by Taylor Weaver of the High River Times published on September 9, 2013, Staff Sgt. Ian Shardlow said: “We have destroyed approximately 5,000 pounds of ammunition and we have 2,500 pounds here that will be destroyed as well,” he said.
For the period from June 20, 2013 to July 31, 2013, please provide copies of all records, documents, correspondence, reports and communications showing: (1) the dates and amounts of ammunition seized during the searches of the High River homes; (2) the dates, amounts and receipts for the ammunition turned in by the public; (3) the authority for the RCMP to destroy both the seized ammunition and the ammunition turned in for destruction; and (4) the methods and costs associated with the destruction of all the ammunition from High River.

Details regarding the information being sought: Reference is being made to the RCMP’s search and seizure activities during the emergency response to the flood in High River, Alberta in June and July 2013. For the period from June 20th to December 31, 2013, please provide copies of reports, records, documents, correspondence and communications related to any and all criminal charges laid as a result of the searches of more than 4,000 homes and businesses in High River Alberta between June 20, 2013 and July 10, 2013.

Details regarding the information being sought: Reference is being made to documents I received in response to National Defence Access to Information Act File A-2013-01162. On page 121 of this DND response there is a copy of an E-Mail dated June 20, 2013 at 17:38 from LCol W.H. Fletcher under the Subject: SITREP in which he refers to a number of High River residents being cut off by flooding and that, “RCMP helicopters are working to assist.” Copy attached for
easy reference.
For the period from June 20, 2013 to July 10, 2013, please provide copies of documents, records, correspondence, e-mails, communications showing the number and types of RCMP and police helicopters used during the High River mission including any and all documents showing the times, dates and duration of their deployment; the use and effectiveness of thermal imaging technology and/or Forward Looking Infrared Radar (FLIR); and, the number of people rescued by the RCMP and police helicopters (given that the two DND helicopters reported rescuing 31 people off of rooftops in High River on June 20th and up to 1:30 am of June
22nd).

Details regarding the information being sought: Reference is being made to documents I received in response to National Defence Access to Information Act File A-2013-01162. On page 10 of this DND response it states: “R903 (Cormorant ) and R417 (Griffon) rescued 22 and 9 pers respectively, who were stranded on rooftops, to the High River
airport with the help of R333 (Hercules of 435 Sqn) top cover and illumination.” On page 9 and 129 it states: “1 x Yellow Griffon, tasked from 4 Wing, concluded SAR tasks in Hi River now at rest in Lethbridge until 210900L.” and “1 x Cormorant, tasked from 19 Wing, concluded SAR tasks in Hi River now at rest in Hi River until 210900L.”On page 169 it
states: “We currently have 2 x Yellow Griffons conducting rescue missions around Hi River.”
For the period from June 20, 2013 to June 26, 2013, please provide copies of documents, records, correspondence, e-mails, communications, reports showing the times, dates and duration of the deployment for the above mentioned helicopters and aircraft in High River, Alberta; including any and all documents referencing the use and effectiveness of thermal imaging technology, Forward Looking Infrared Radar (FLIR) and/or similar technologies for identifying the location of persons needing to be rescued in High River.

Details regarding the information being sought: Reference is being made to the Department of National Defence (DND) involvement in the emergency response to the flood in High River, Alberta in June of 2013 and the assistance the military provided to the RCMP to conduct their door-to-door searches and seizures. Reference is also being made to the DND response to Access to Information Act file: A-2013-01163 and the following references on PDF pages 41 and 89, “Combat Camera Imagery Techs”; PDF page 110, “equipping forward units with camera equipment”; PDF page 116, “Combat Camera (CC) was deployed as two teams”; and, PDF page 147, “cellphone cameras deployed”.
For the period from June 20, 2013 to June 26, 2013, please provide a copy of ALL camera footage (film, video,stills and sound recordings) taken during the DND deployment in High River.
